I have another theory. I think that the doctors stopped treating patients with HCQ gradually increasing over time beginning around the time of the WHO report and accelerating based on the AMA's caution.
We see a 3 fold mortality increase in white deaths between Q2 2020 and the period Q4 2020 thru Q1 2021. There is no mortality increase for blacks between these periods. Blacks are less likely to seek medical intervention than are whites in the US.

Note that this is only for hospitalized patients, not outpatients. Implicitly, there is no emergency approval to use HCQ to treat outpatients for covid. This had tremendous influence on primary care physicians.
