You can't understate how Pharma, for years, has been looking to completely eliminate the timely and costly regulatory processes for vaccines- it is not just the introduction of mRNA as a new "vaccine" model though that is part of it. What they have been wanting to do is completely "blow up" the most costly aspect of their "old" business model with "disruptive innovation" (a new and popular business model introduced in the 90's adopted by Gates among others)- meaning eliminate Phase 3 clinical trials altogether, the most costly aspect of all Pharma R&D. The reasons for this are obvious- increase profits.
Phase 3 trials represent 40% of pharmaceutical companies’ R&D expenditures. This statistic understates the gravity of the burden. This is because overall R&D expenditures include all pharmaceutical candidates that a company tests—including hundreds that never reach the Phase 3 trial stage. When you look at drugs that actually get approved, Phase 3 clinical trials represent 90% or more of the cost of developing an individual drug all the way from laboratory to pharmacy.
There are also other facets to the Corona-Pharma business model (government subsidies, government mandates as marketing, public-private partnerships etc.) all designed to serve the interests of big business.
Translation: The Speed of Science= Maximization of Profits
